CARTA ABERTA AO EXCELENTÍSSIMO REITOR DA UNIVERSIDADE LUSÓFONA DE HUMANIDADES E TECNOLOGIA (TEXTO 138 DESTA 3ª GUERRA CIVIL QUE O ENG. JOSÉ EDUARDO DOS SANTOS IMPÔS )
Caro Reitor, Professor Doutor Fernando dos Santos Neves, Habituei-me a ver em si, desde miúdo, mais precisamente desde o seu livro, de 1968, "Do Ecumenismo cristão ao ecumenismo universal", que foi um dos textos que educou a minha juventude, um Homem de Paz, de Diálogo, de busca incessante de diálogo. Naqueles anos não era fácil escrever o que escreveu, assumindo publicamente o que o futuro em parte permitiu... a Independência de Angola. E digo em parte porque no caminho as grandes potências de então, URSS e EUA em particular, souberam criar as condições para que a nossa Independência partisse mal, como escreveu e explicou René Dumont há muito tempo. Alvôr, e o meu muito querido Reitor sabe-o, foi traído. Não houve o processo eleitoral de transição de poderes e hoje até já se conta que a data da nossa Independência poderia Ter sido outra...em nome da assunção de um golpe de estado não contra o colonialismo mas sim contra dois partidos Angolanos - a FNLA e a UNITA - subscritores dos Acordos de Alvôr. Ao lado, uma imensa cadeia de aviões afastava de Angola não somente os colonialistas mas também uma parte essencial da classe média Angolana que se espalhou um pouco por todo o Mundo. O caríssimo Reitor recorda-se de certeza do sucedido a Gentil Viana, a Justino e Vicente Pinto de Andrade, etc, presos depois da Independência por serem da facção que derrotou, democraticamente, em Congresso, antes da Independência, Agostinho Neto, a Revolta Activa. Como se recordará também certamente do que sucedeu em 1977 em face do golpe Nitista, golpe que permitiu a eliminação de mais de 30 000 Angolanos, uma parte importante deles a intelectualidade Angolana de então. Eu próprio, que nunca fui nitista, pois sempre estive do lado antisoviético, me arrepiei com a forma brutal como os pró soviéticos resolviam as suas contradições internas e eliminavam quadros fundamentais para o Desenvolvimento Social, como a minha amiga e companheira de natação Sita Vales. Hoje já sabemos e o livro "Os Cubanos em Angola", de um mplista, Carlos Antonio Carrasco, diplomata boliviano, recorda-o, que na década de 80 já os EUA dominavam o petróleo Angolano, em uma "divisão internacional de trabalho" curiosa entre a URSS e os EUA... Em 1992 caríssimo Reitor não houve "eleições democráticas", mesmo a sra Anstee o máximo que conseguiu dizer foi que as eleições foram "geralmente" livres e justas, o que é certamente um conceito novo na Ciência Política mas não é certamente um conceito democrático... Mas, mesmo que se esqueça, como todos fazem por esquecer, que estas mesmas eleições não foram livres e justas e foram contestadas por mais 7 partidos Angolanos, formalmente, além da UNITA, não se esquecerá certamente que o processo eleitoral ficou a meio - a 2ª volta das eleições presidenciais, onde se deveriam confrontar o dr Jonas Malheiro Savimbi e o eng José Eduardo dos Santos não se realizou porque, a 31 de Outubro de 1992, os futunguistas destruiram Luanda impondo, com mais de 30 000 mortos por todo o país, a continuidade do regime de dos Santos. Estamos no ano 2000 caro Reitor, deveríamos estar a viver o nosso terceiro processo eleitoral! Nem o primeiro terminámos! Não me interessou nunca saber se sou um "bem pensante", ou um "mal pensante", o que garantidamente me cabe é o direito de pensar e de exprimir o que penso. Faço-o teimosamente desde os meus 14 anitos e parte da responsabilidade desta minha forma de estar cabe a si e ao seu texto atrás referido. Interessa-me sim, precisamente, recusar as "Histórias Oficiais" em tudo o que delas se compararem com as fotos dos comité central do PCUS que se iam reduzindo à medida que os anos iam passando, por eliminação dos incómodos. E se a História Oficial pode dizer que foi pelo "afã da ONU e da Comunidade Internacional" que se realizaram eleições em Angola, como o meu caro Reitor refere no seu artigo publicado no PUBLICO de 26 de Novembro de 2000, a História Real o que conta é que a ONU e parte dominante da Comunidade Internacional, entre ela Portugal, tudo fizeram para dar a vitória eleitoral aos futunguistas e ao eng. Dos Santos, fraude eleitoral incluída, impedimento da 2ª volta das eleições presidenciais incluído. Aliás e vai-me perdoar certamente meu caro Reitor, a ONU é uma instituição muito pouco credível quanto à defesa dos Direitos Humanos e quanto à Democracia, a sua, interna, incluída. Sou dos que defendo e escrevi-o já muitas vezes, uma Reforma Radical na constituição e na formulação das Nações Unidas. Se a mesma Organização se pretende representante de mim mesmo, por exemplo, que me permita o Direito inalienável de eu próprio decidir quem é o meu Representante directo nessa Organização e não um qualquer funcionário público de carreira, seja ele diplomata ou contínuo, homem, mulher, homosexual, branco negro, mestiço, asiático, indu, islâmico, cristão, católico, ateu ou panteísta como me confesso. Porque mais que nunca, neste tempo de Globalização, cabe-me a mim escolher, sobretudo perante instituições já globalizadas, mas onde me é vedado do Direito de Participar e de Decidir. A mim e a todos nós Seres Humanos, não a uma entidade corporativa como este ou aquele Estado ou dito Estado. Por experiência sei-o, a ONU é a pior escolha para poder arrogar-se o direito de assumir o " direito de ingerência por razões de humanidade"! A ONU, hoje, alimenta conflitos, não os resolve. Dê-me um exemplo de um único que tenha resolvido, meu caro Professor. Vivendo dos meus impostos, a ONU, não soube, por exemplo, até hoje, responder a uma única das minhas reclamações enquanto Cidadão com Direitos e cumprindo os seus Deveres. Questionei a ONU em,
Eleições "bonapartianas" para justificar as comissões provindas das empresas petrolíferas para os bolsos da FESA e do eng. Dos Santos, como está escrito no SITE da Assembleia Nacional Francesa, entre outros, e nos Tribunais Franceses desde o caso Tarallo? Eleições "de estado", feitas nos quartéis das ditas FAA? Eleições "à Salazar" feitas nos campos de concentração onde estão os refugiados internos Angolanos, ao estilo dos colonatos salazaristas? Para tal nem vale a pena gastar dinheiro meu caro professor. O Eng. Dos Santos não é já assumido enquanto o dito "chefe de estado" de um dito "estado" que existe em um País que, esse sim existe, que se chama Angola? Sabemos, na UNITA, que teremos de o combater para o forçar, como fizémos em 1992, a realizar eleições mais uma vez. Porque se houve eleições em Angola um única vez, foi porque a UNITA combateu para que elas se realizassem, basta para tal recordar a fantochada dos Acordos de Gbadolite que era a solução de então de dos Santos, curiosamente ao lado do então marechal Mobutu... Não é possível meu caro Professor ceder aos totalitários, ao totalitarismo. Como também não é possível falar em "refundação democrática" em Angola, pois ela não houve enquanto tal nunca. A questão da Independência em Angola, meu caro Professor, está resolvida. A Fundação está resolvida, partiu mal mas está resolvida. Falta isso sim, contra a ONU e o que esta estatui, contra as petrolíferas e o que elas desejam que é somente corromper os Angolanos um a um, falta a Democracia. Porque sem ela não é possível o Desenvolvimento, tal qual não foi possível o Desenvolvimento em Portugal enquanto a Comunidade Internacional sustentou Salazar, lembra-se? Portugal era um País de pobres, de analfabetos e de ballet's rose, por muito que o dr Nogueira Pinto de tal se queira esquecer, hoje que é amigo do general João de Matos...em nome, pelo menos, de um dito "estado angolano" que não existe, infelizmente. Todos nós meu querido Professor gostaríamos de ver uma Outra Angola, a que sonhámos, a que o meu querido Professor me ensinou, também, a sonhar, feita de Desenvolvimento, de Solidariedade, de Democracia e de Livre Participação. Mas é esse mesmo o combate que falta fazer! Há uns tantos que não o querem fazer, é certo. Não é certamente o seu caso, conhecendo-o como o conheço. O meu querido Professor comete, no entanto, dois erros. Tem pressa, o que se entende porque a miséria e a guerra não é do gosto de ninguém que ame um Ser Humano, e acredita em instituições que nos traíram já, a nós Angolanos, por três vezes. Tal qual Jesus disse e recordou a Pedro. Basta hoje manter permanentemente esta recordação no ar, a ver se tanto a ONU quanto a dita Comunidade Internacional, de uma vez por todas, nos deixem, a nós Angolanos, o Poder que nunca tivémos - o Poder da Decisão! TO HIS
EXCELLENCY THE PRINCIPLE OF THE LUSÓFONA UNIVERSITY OF HUMANITIES AND
TECHNOLOGY Dear Principle, Doctor, Professor Fernando dos
Santos Neves, Since
I was very young, I got use to seeing you as a man of Peace, Dialogue. Specially
after reading your book, one that educated my youth, From the Christian
Oecumenicalism to the Universal One, I see you as man who tirelessly
searches for Dialogue. In
those years (1968) it wasn’t easy writing what you wrote. Publicly assuming
what the future brought... the Independence of Angola. Unfortunately
the objectives of the great powers of those days (USA and USSR), created the
conditions that made our independence start on the wrong foot. This was
explained and written by René Dumont, a long time ago. My
dear Principle, you know as well as I do that Alvor was betrayed. There was no electoral process of transition of powers. Today I hear people saying that the date of independence should have been other... all this to attack two Angolan parties – UNITA and FNLA – subscribers of the Alvor Agreements. At the same time, a net of aeroplanes kept both colonists and part of the Angolan population spread through the world, out of the country. My dear Principle you surely remember what happened to Gentil Viana, Justino and Vicente Pinto de Andrade, etc. They were arrested after the Independence for belonging to the faction that brought democratically down Agostinho Neto and the Active Rebellion. You also remember, I am sure, what took place in 1977 consequently to the Nitista strike. 30 000 Angolan were eliminated. Among them was an important part of the intellectual Angolan population of those days. I’ve always been an anti-Soviet. I was horrified by the brutal way the pro-Soviets handled their internal contradictions and eliminated fundamental boards for the Social Development, like my friend and Swimming-team colleague, Sita Vales. Carlos Antonio Carrasco is a Bolivian, pro-Mpla diplomat. Today we are all aware of the situation he had already described, about the oil in Angola being controlled by an “international division of work” that answered to both the USA and the USSR. You must know, my dear Principle, that in 1992 there were no “democratic elections”. Even Mrs. Anstee could only say that the elections were “generally” free and fair. This is certainly a new concept in Political Science, but it isn’t a Democratic one... Everyone forgets that, in fact, these elections weren’t fair nor even were they free. Seven Angolan parties, including UNITA, opposed to the elections, formally contesting their result. But I hope no one forgets that the second turn of the elections, where Eng. Dos Santos and dr. Jonas Malheiro Savimbi were supposed to confront, were left unrealised. They never happened because on the 31st of October of 1992, the futunguist destroyed Luanda and killed 30 000 Angolan, demanding that the dos Santos regime goes on. This is the year 2000, my dear Principle. We should be in the third electoral process; we are yet to conclude the first! I don’t care to know if I’m a “good” or “bad” thinker. What I do care for is to be able to express myself. I’ve been doing it stubbornly since I was fourteen years old and you and your book are part responsible for that. I’m interested in refusing any “official version”, when everything about them is compared with the PCU’s photographs that have been gradually eliminated while the obstacles are eliminated. If the Official Story relates that the elections in Angola were held “according to the will of the UN and International Community”, the Real Story tells us that the UN and the International Community, including Portugal, did everything to grant the victory to the futunguists and dos Santos. Fraud was committed and the second turn of the elections never took place. This was exposed in the newspaper PÚBLICO, on the 26th of November, of 2000. Please forgive when I say that the UN is a poorly credited institution regarding the Defence of Human Rights or it’s internal Democracy. I’m one of those who are
for a Radical Reform in the United Nations. If that same organisation tries to
represent me at the very least grant me the Right to choose my own
representatives inside that Organisation. Whether he or she id as diplomat, a
janitor, white, black, gay, Asian, Hindu, Christian, Catholic or Pantheist, like
myself. In this time of
Globalisation, I’m entitled to that Right of Choice, above anything else. Even
if these newly globalised institutions don’t acknowledge the Right to
Participate or Decide. And it’s not just me,
they do it towards every citizen of this planet. Nevertheless, the State of the
planet is safe from that “sanction”. The UN is the last
institution to whom the “right of ingestion for reasons concerning mankind”,
should be granted! The UN of today feeds
conflicts instead of solving them. Can anyone give the example of a single one? Given the fact that the UN
lives off the taxes I pay, it should be considered reasonable answering to my
complaints as a Citizen with undeniable Rights and Duties. I’ve asked the UN
about: a)
The Right of Defence of the members of UNITA, those
individually sanctioned UNITA itself and it’s President dr. Jonas Malheiro
Savimbi – no answer. b)
The Right of Defence of myself, as director of the CDDA
– no answer. c)
The legality of the
Sanctions against UNITA – no answer. d)
The kidnapping of the sons of Dr. Jonas Malheiro Savimbi, especially the boy Anacleto Ululi Kajita
Sakaita, abducted in the Ivory Coast. – no answer. e)
The non-realisation of humanitarian help flights, which
was decided in the Resolutions that sanction UNITA and UNITA’s areas. Such a
decision has already claimed thousands of Angolan lives, among which was Dr.
Judite Dembo – no answer. f)
Why my name, Joffre Justino,
is being mentioned around the world. It appears in the INTERNET and through the
international media as a possible candidate to being sanctioned, without even
having the Right to be heard or to defend myself – no answer. “Bonaparte”-like
elections to justify the existence of commissions coming from the oil companies
straight into the pocket of the FESA and Eng. Dos Santos. This fact had already
been reported in the National French Assembly’s site, among other, and in the
French Court Elections of the
State,
organised in the FAA quarters? “Salazarian” elections
organised in concentration camps where internal Angolan refugees are being held? That’s not even worth
paying for, Professor. Isn’t Eng. Eduardo dos
Santos recognised by everyone as being the “so-called president of a
“so-called State”, of a quite real country, Angola. UNITA knows that if
elections are to happen once again, that same president and that same state are
going to have to be fought. If there ever were
elections in Angola, it happened because UNITA fought for it. If there are any
doubts we can always remember the joke that the Gbadolite Agreements were and
the curious fact that in those day’s dos Santos stood by and supported
Marshall Mobutu... My dear
Principle, it’s
not possible to give in into totalitarianism and totalitarians. It’s not possible to
comment on “democratic Rebirth”, for it hasn’t happened. The question of the Angolan
Independence is solved, my dear professor. The Foundation is
saved,
even though it started on the wrong foot. The other
thing, which the
UN needs to understand, is that the oil companies are subverting the Angola
citizens, one by one. The UN needs to understand
that without it, Development isn’t possible. Just like developing Portugal
wasn’t possible while the International Community was supporting Salazar. Do
you remember? Portugal was a country of poor people, illiterate and
“ballet’s rose”. That’s the truth no matter how much you want to forget
it, today, being a personal friend of general João de Matos... all in the
good-name of a “so-called” Angolan State that, unfortunately, doesn’t even
exist. We would all like to be
looking at another Angola, my dear Principle. The one I dreamt about, the one
you told me of, my dear Principle. An Angola of Development, Solidarity,
Democracy and Free Participation. That’s the fight that
delays in being scheduled. Some would postpone it for
all time. You are not one of them. I won’t believe that, not knowing you like
I do. You do,
however, make two mistakes. The first one is rushing
things – even though that’s comprehensible, no good man stands to watch
suffering for much long. The other one is going on trusting in the Institutions
that have already betrayed us for three times. – Just like Jesus told Peter... I wanted to make sure that
this memory does not die Perhaps the UN and the International Community decides
to give the Angolan people the power we never had – the Power of Decision. It’s so
