MEMORANDUM ON NON-COMPLIANCE BY THE MPLA 1975-1998

CARTA ABERTA AOS POVOS DE EXPRESSÃO PORTUGUESA

(AS SANÇÕES CONTRA A UNITA SÃO UM CRIME E DEVEM FINDAR O MAIS RÁPIDO POSSÍVEL...TEXTO 170 DESTA 3ª GUERRA CIVIL QUE O ENG. JOSÉ EDUARDO DOS SANTOS IMPÔS)

A PROPAGANDA DE DOS SANTOS...DEPOIS DE ESVAZIAR LUSAKA(XXVIII)

O eng. Dos Santos continua com a teimosa mania de entender que tudo lhe é permitido. Na sua lógica totalitária entende hoje que a melhor forma de esvaziar a ânsia de Paz da imensa maioria dos Angolanos é regressar a 4 de Dezembro de 1998, como se nada se tivesse passado entretanto. 

Mas passou. 

29 meses depois de ter imposto uma guerra civil em Angola, a 3ª que foi imposta aos Angolanos pelo seu regime, ficaram ainda mais feridas por sarar, mais dramas para ultrapassar, mais Miséria e dôr para os Angolanos. 

O eng. Dos Santos inventou o cerco à UNITA primeiro com as invasões da República do Congo e da actual República Democrática do Congo. De seguida com as invenções das renovadas, todas elas, PRS, FNLA e CRU. Finalmente, não satisfeito, com os assaltos ao Bailundo e ao Andulo. 

O eng. Dos Santos contou, para esta tarefa, com apoios internacionais fortissimos e, contando com eles, entendeu que a vitória seria "certa". Não foi. Criou, o eng. Dos Santos, assim, um incomensurável impasse, do qual pretende sair na sua habitual maneira - fazendo de conta e contando, (pagando), com os seus assessores em marketing político para a habitual série de propaganda em lógica de pacote de série televisiva. 

Não é mais possível continuar assim. 

Os Angolanos esgotaram a paciência em relação ao seu regime. 

A comunidade internacional, mesmo ela, cansa-se dia após dia, da sua arrogância totalitária, que o leva a pensar que pode acordar hoje com o FMI para, amanhã, esquecer o acordado. Usando, sempre, os barris de petróleo como arma de arremesso. E endividando, em cada dia que passa, cada vez mais, Angola e os Angolanos. 

No seu palco habitual, as instituições do dito "estado" que dirige, o de Luanda, diz o eng. dos Santos que o Presidente da UNITA deve dizer o que pretende para continuar Lusaka. O eng. Dos Santos tem a resposta a esta questão na entrevista que o dr Jonas Malheiro Savimbi deu à Voz da América. Lusaka esvaziou-se já há muito. 

Por vontade de dos Santos e da comunidade internacional que se sente representada no Conselho de Segurança das Nações Unidas. Por isso, urge sim que o eng. Dos Santos responda ao dr Jonas Malheiro Savimbi, explicando como é que entende parar com a guerra que impôs aos Angolanos. 

Como é que entende parar, também, com as Sanções que impôs à UNITA, ao seu Presidente e aos seus membros. 

Dialogar com Sanções é, hoje, impossível. Lusaka foi de tal o exemplo a não esquecer. 

Por outro lado o que representa o eng. Dos Santos, hoje? Definitivamente um regime corrupto, totalitário, não eleito. Estamos em 2001, não em 1992. Vivemos nove anos depois de 1992, não nove dias, nem nove meses. 

Calças novas disse o dr Jonas Malheiro Savimbi em 1992 e hoje 9 anos depois urge pôr fim a um regime terrorista que impõe aos seus concidadãos, desde que existe, somente, a Miséria, a Guerra, a Destruição. Por isso, Calças Novas. A UNITA, em 2000, lançou um Livro, "Em Memória do Engenheiro Jeremias Kalandula Chitunda" com 12 Pontos para a Paz. Esta é a nova base de partida para a Paz. Está publicado e profusamente distribuído. 

Não se pode pois dizer que a UNITA não disse já o que entendia adequado para a Paz em Angola. Quem não disse ainda como sair do imbróglio que criou com as Sanções e com esta 3ª guerra civil foi o regime de Luanda e o eng. Dos Santos. 

Diga lá, então, o que quer, eng. Dos Santos! Por mim, o adequado era que aceitasse sair do poder. Seria uma boa base de partida para a Reconciliação entre os Angolanos, para a Democracia e o Desenvolvimento de Angola.

THE SANCTIONS AGAINST UNITA ARE A CRIME AND MUST END AS SOON AS POSSIBLE... 

170th TEXT OF THE 3rd CIVIL WAR ENG. JOSE EDUARDO DOS SANTOS HAS IMPOSED ON US 5 UN EXPERTS SATE THAT IT WAS THE LUANDA REGIME, WHICH STARTED THE 3rd CIVIL WAR IN ANGOLA! 

DOS SANTOS PROPAGANDA... AFTER EMPTYING LUSAKA (XXVIII) 

"JS: Lusaka's Protocol was lame... Lusaka was emptied when the regime looked for another partner." (Dr. Jonas Malheiro Savimbi to the Voice of America). 

Eng. Dos Santos keeps on believing that everything is allowed for him, In his totalitarian logic he understood that the best way to empty the yearning for Peace of the Angolan people is to go back to the 4th of December, of 1998, as if nothing had happened in between. But something did happened. 

29 months of a Civil War imposed by Angola's regime happened. Some wounds are yet to heal, some tragedies haven't been overcome, Misery and Pain surrounds the Angolan people Eng. Dos Santos created the siege on UNITA with the invasions of the Congo Republic and of the current Democratic Republic of the Congo, first. 

After that he reinvented the PRS, the FNLA and the CRU. Since he wasn't satisfied he attacked Bailundo and the Andulo. For this task, Eng. Eduardo dos Santos, had strong international support that made him sure of victory. He didn't came out a victor. In this way, Eng. Dos Santos created an unmeasurable impasse, which he intends to exit as always - pretending and deceiving (paying-off), with his politic marketing counsellor creating the usual series of television-like package of propaganda. W cannot go on like this any longer. 

The Angolan people have worn out its patience for its regime. Even the International community has grown tired of the totalitarian arrogance that makes the Angolan regime believe that it can agree with the FMI today, and disregard that agreement tomorrow. 

And always using oil barrels has fight-back weapons. Making Angola's and the Angolan people's debt bigger and bigger as each day passes. From it's stage, the institutions of the "state" of Luanda and Eng. Dos Santos demand that the President of UNITA state what he wants to stay Lusaka. Eng. Dos Santos can find the answer for that in the interview that Dr. Jonas Malheiro Savimbi gave the Voice of America. 

Lusaka has long been emptied. By Dos Santos and the International Community's will, that feels represented in the UN's Security Council. What is urgent is that Eng. dos Santos answers Dr. Jonas Malheiro Savimbi, explaining how he wants to end the war he has imposed on the Angolan people. 

How he intends to end the sanctions on UNITA, it's President and it's members. Dialogue with sanctions is highly unlikely. Lusaka was the ultimate example of that. On the other hand what does Eng. dos Santos represents these days? A non-elected, totalitarian and corrupt regime. 

This is 2001, not 1992. Nine years have passed since 1992, not nine days nor nine months. "New pants" said Dr. Jonas Malheiro Savimbi in 1992. 

Today, nine years have gone by, and it is urgent to put an end to a terrorist regime that has only brought Misery, War and Destruction for the Angolan people. 

So, New Pants. In 2000, UNITA published a book, In the Memory of Engineer Jeremias Kalandula Chitunda, containing 12 Guide Points towards Peace This is the new starting point for Peace. It's been published and it has been distributed. 

No one can accuse UNITA of not having yet said what it understands as adequate for Peace in Angola It's Eng. Dos Santos and the Luanda regime that haven't yet said how they're getting out of the mess they made with the Sanctions and this 3rd Civil War. Say what you want, Eng. Dos Santos! 

For me, it would be great if you agreed to step out of your position of power That would be a great starting point for Reconciliation between the Angolan people, for Democracy and for the Development in Angola.
